Remember that you have to make a winning hand to win something, so most of the time, keeping a pair of seven's won't help you at all. You're better off discarding those cards and hoping to get a pair of Jacks or better in the new cards that you're dealt. When you have decided which cards to throw away, those cards are replace with new cards. From here, your winning hands are paid out. It's as simple as that.
